Pawnbrokers' Code Chapter 818
St. Louis County has a requirement that anyone engaged in the business of
lending money based on pledge of personal property items to be redeemed or
repurchased by the seller for a fixed price in a fixed period of time needs a
Pawnbroker License. St. Louis County can only issue a certain number of
licenses and in the unincorporated area only, based on the population in the
unincorporated area divided by 30,000. Currently, St. Louis County has issued
ten licenses, and that is the limit per the December, 1999 population in
unincorporated St. Louis County. (312,887 / 30,000 = 10).
Contact the License Division by mail or phone and request an Application for
License of Pawnbroker. Submit the completed application along with a
$500.00 initial investigation fee and all documents requested in the
application.
Instructions for Application for a Pawnshop License
(New Applicants Only)
A Pawnshop application requests information pertinent to the ownership of the
facility, i.e., legal name or owner, name of business, address, phone number,
and mailing address, if applicable.
The application also requires the full name and address of the owner, if filing
as a Sole Owner; all Corporate Officers if filing as a Corporation, with their
full names and addresses; and all partners' full names and addresses, if filing
as a Partnership.
A list of all other locations you currently own and/or operate as Pawnshops is
required.
Submit with a completed application an Initial investigation fee of $500.00,
(nonrefundable), $250.00 for each additional separate location. Checks are to
be made payable to the St. Louis County Director of Revenue. The annual fee for
initial license or renewal is $500.00. (Note: Any license which is issued for a
portion of a year shall be prorated.)
Submit a notarized statement by an independent Certified Public Accountant who
has reviewed the books and records of the applicant and verifies that the
applicant meets the $50,000.00 Net Asset requirement (per 818.100(c) SLCRO
1992).
A Surety Bond in the amount of $5,000.00 (issued to the State) from a company
qualified to do business in the State of Missouri and complies with Section
818.100(d) SLCRO 1992 is required.
If Pawnshop is a Corporation, a copy of State Certificate of Good Standing (may
be requested by calling Missouri Secretary of State (314)340-7490) and Articles
of Incorporation are required.
Proof of general liability insurance in the amount of $20,000.00 with St. Louis
County as a Certificate Holder (per 818.060(2) SLCRO 1992) is required.
The application must be signed by an owner, partner, or officer of the
corporation and must be notarized.
This application will be referred to the Superintendent of Police, who shall
investigate the character and fitness of the proposed licensee, and determine
if said operation has been conducted in accordance with Chapter 818 "The
Pawnbrokers' Code" and all applicable Laws and Ordinances.
