Tow Truck Code
Chapter 813

Chapter 813 of the County Ordinance requires that anyone in the unincorporated area of St. Louis County is required to obtain a Tow Truck License whether the towing-equipped vehicle is used for towing or is a personal vehicle. If you own a tow truck, it must be licensed.

Contact the License Division by phone or mail to request an Application for License to Operate Tow Truck(s). ID number(s) for the truck(s) will be assigned upon receipt of correctly completed application. Submit the completed application along with $35.00 for each tow truck and all requested documents, as listed on the application, to the License Division.

Instructions For Application For a Tow Truck License
(New Applicants Only)
An application for a Tow Truck License requires the correct legal name of the owner, i.e., Sole Ownership, Partnership, or a Corporation. (If applicant is a Corporation, a copy of the State Certificate of Incorporation, a copy of the Articles of Incorporation, and all amendments to the original Articles or Incorporation will be required.) The DBA, address of business, phone number, and mailing address (if applicable) will also need to be supplied.

The application requires the full name and address of the owner, if filing as a Sole Owner, all Corporate Officers, if filing as a Corporation, and all partners' full names and addresses, if filing as a Partnership.

List all drivers, including part-time, who will be involved in operating the tow truck(s) along with a copy of each of their driver's licenses. (They must be E Class or above in Missouri to qualify to drive a Tow Truck.) The list should consist of full names, addresses, dates of birth, sex, race, and Chauffeur or Commercial Driver's License Numbers or Social Security Numbers.

List all Tow Trucks to be licensed, including a description, i.e., make, model, year, and the VIN number.

Submit a set of Price Forms displaying the maximum schedule of prices to be charged for the towing and storage of vehicles (forms must be at least in duplicate) and containing the printed information as outlined in Section 813.070, SLCRO.

Also required to be submitted are copies of any contract, whether it is with a service station, apartment complex, auto dealer, police department, private business, etc. along with your schedule of price form if you also do public towing. This written contract must be with you at all times you are towing under that specific contract. If you previously had a verbal contract, it must now be in writing between you and the company with whom you contract. Wording included in the contract must set forth the following:

  1. Beginning and ending dates of the contract?
  2. How much is being charged for the tow?
  3. Location where the vehicle is being towed?
  4. Name, address, and phone number of the contractor?

Include pictures of both sides of the Tow Truck(s) showing the name and address of the towing company, the lettering as required by the ordinance, and the ID#(s). If you are "Not For Hire," this should also be lettered on both sides of the truck(s). The lettering must be readable on the pictures.

Include a certificate of insurance listing St. Louis County License Division as the Certificate Holder, issued by a company authorized to do business in the State of Missouri, or a bond of indemnity, showing limits of $25,000 liability for bodily injury per person, $50,000 for each accident, and $10,000 liability for property damage per accident (Section 813.080).

This application will be referred to the Superintendent of Police, who shall investigate the character and fitness of the proposed licensee and his/her employees, and determine if said operation has been conducted in accordance with all applicable Laws and Ordinances.
