Peddlers, Solicitors, and Street Vendors in St. Louis County are required to obtain a license in the name of the individual in order to sell merchandise or take orders.

Peddler - Any individual who deals in the selling of goods, wares, or merchandise from stock with him or her going from place to place selling this merchandise or wares within the unincorporated area of St. Louis County.

Solicitor - Any individual in the unincorporated area of St. Louis County traveling by foot, automobile, or any type of conveyance from house to house or place to place or positions near street corners, public assembly or congregation, or located near or on the right of way of a roadway for the purpose of:

  1. Soliciting property or financial assistance,
  2. Selling or offering for sale articles, tags, services emblems, publications, tickets, or
  3. Taking or attempting to take orders for goods, wares, books, charts, maps, magazines, or other merchandise for future delivery or services to be furnished or performed then or in the future.

Street Vendor
An individual who engages in the sale of food or beverages from a motor vehicle in the unincorporated area of St. Louis County. This includes individuals in the business of vending or peddling ice cream, frozen desserts, sherbets, ices, or other retail food or beverages.

Instructions For Application For Peddler/Solicitor/Street Vendor Licenses

The same application is used whether you are applying for a Peddler, Solicitor, or Street Vendor's License.

Two 1" x 1" identical pictures of the applicant are required with the application regardless of the type of license applied for. The pictures should be front on facial shots above the shoulder but showing the entire head. No hats or other obstructing outerwear.

A Street Vendor's License requires a health permit if vendor is selling food that is not prepackaged.

The application requires the name of the applicant, permanent address, and temporary address, if applicable. The applicant's date of birth, place of birth, and social security number are also required along with physical information on the applicant, i.e., age, weight, sex, race, color of hair, and color of eyes.

Information on the business for whom the individual is peddling, soliciting, or street vending is required, i.e., name, address, and phone number.

Also required is a description of the peddler/solicitor/street vendor's operation, i.e., the type merchandise to be sold and the area in which it is to be sold. A street vendor will need to give a description of his/her vehicle.

The representative must take the completed and notarized application, along with two 1”x 1” photographs of the applicant, to the Licensing office upon which you will be given background check forms and instructions. Each applicant must then go to the St. Louis County Police Record room for a record check. Upon completion of the record check the applicant must then go to the Division of Patrol to obtain final approval or disapproval. After the applicant is processed by the Division of Patrol, the representative will then return the forms, approved or disapproved, to the Licensing office at which time the approved license will be issued upon payment.

The St. Louis County Police Record and the Division of Patrol are both located in the St. Louis County Police headquarters, which is in the building adjacent to the Licensing office.

Group Processing
For applicants in groups of five (5) or more the company representative must fax or email to the Licensing office each applicant's completed and notarized application 24 hours in advance of the desired issue date in order to allow for sufficient processing time.

We will contact your company's designated representative once our processing is completed. The representative should then bring to the Licensing office the original applications along with two 1”x 1” photographs of each applicant in their group. We will then give the representative the background check forms and instructions for each applicant. Each applicant must then go to the St. Louis County Police Record room for a record check. Upon completion of the record check each applicant must then go to the Division of Patrol to obtain final approval or disapproval. After each applicant is processed by the Division of Patrol, the representative will then return all of the forms, approved or disapproved, to the Licensing office at which time approved licenses will be issued upon payment.

Costs
The cost for a Peddler's License is $43.00 from a vehicle and $9.00 on foot; the license is valid for a period of 6 months.

The cost for a Solicitor's License $13.00; the license is valid for a period of 6 months.

The cost for a Street Vendor's License is $28.00; this license is also valid for a period of 6 months.
